The Warren City Council met Monday, April 14, for their regular monthly meeting with all members present. After approval of the minutes of the March 10 meeting and the City Clerk's financial statement, city sale and use tax report, the county sales and use tax report, the district court clerk's report and the overtime report, the council recognized Bradley County Medical Center Director Rex Jones who was invited by Alderman Joel Tolefree. Mr. Jones thanked the city and the Chamber of Commerce for their support of the medical center. He told the council that the hospital employes 215+ and has nearly $9, 500,000.00 in payroll. He informed the council that 71% of the revenue comes from outpatient services and runs approximately 500 people a month in the emergency room. He further indicated that the hospital runs approximately $700,000 yearly in charity and has 7% of bad debts. He noted that the hospital in actively recruiting a physician and a nurse practitioner.
The council approved the rezoning of property which formerly housed Alma's Home on North Martin Street to revert back to residential.
Phyllis Barnes, Janice Smith, and Bob Milton were approved for six-year terms on the Civil Service Commission.
The monthly police report was submitted by Chief Randy Peek, and a step increase in pay was approved for Anthony Atkins from 8A to 8B.
Fire Chief Howard Edwards gave his report. Alderman Moseley commented that he had read that the rescue truck was used to free a woman from an automobile accident Friday night.
Sanitation and Building Official Mike May gave his reports. Alderman Fullerton asked if any progress has been made on the collecting of other kinds of paper for recycling. Mr. May reported that to date he has not been able to find a source to take this material. It is currently ending up in the landfill.
Alderman Zack Burks reported that the Street Committee has toured the city streets and has accumulated a list of needs. He was not prepared to share the list at that time. In other street business, the council voted to accept the bid of Anderson for striping of streets which is done annually prior to the Pink Tomato Festival.
The council also voted to accept the lowest bid for sidewalks, four skeet houses, three trap/skeet ranges, and four slabs/pavilions at the shooting range. T & T Construction was the low bidder at $189,081.56.
Resolution A581 a resolution for Contract of Obligation and Letter of Credit was passed as required by the state.
Alderman Dorothy Henderson thanked the Mayor for his participation in the Bradley County Job Fair. She reported that 389 individuals visited with the 40 vendors present. Four employers were able to make hires as a result of the fair, and a number of students signed up for summer jobs.
