"Home" Funds Provide New Home to Williams Family


Pictured in front of their new home located at 1019 Philips Street is Nathanial and Carrie Williams.  The house was constructed by the Warren Housing Authority utilizing "Home" funds provided by the Arkansas Development Finance Authority.  The program is managed by Mike Jolley, Executive Director of the Warren Housing Authority.

Also pictured is David Simmons, who built the home, JaNelle Lipton, Mike Jolley, Roger George, Harry McCaskill, Mr. and Mrs. Williams, Hugh Allen Quimby and Warren Mayor Bryan Martin.  Mrs. Lipton , Mr. George, Mr. McCaskill and Mr. Quimby serve on the City Public Housing Authority Board.

The house cost $90,000.00 which included cleaning up the existing property.  The home owner must meet income criteria to be eligible and has to pay one half of the total cost back at 1% interest over 20 years.  The lot must be mortgage free.  The resident is allowed to select certain colors and aspects of the house.  Appliances are included in the cost of the overall project.

According to Mr. Jolley the Warren Housing Authority has constructed about 50 new houses in Warren and Bradley County over the past several years and is the agency in charge of building several more in Cleveland County.

To operate the "Home" program the individual managing the program must be certified by ADFA.
