Public Meeting Held To Consider Historic District

A good number of Warren residents and property owners were present Tuesday July 20th for a meeting conducted in the Warren Municipal Court Room to discuss creation of an "Historic
District" in the downtown Warren business area.  The purpose is to make buildings and property eligible for tax credits and in some cases grants to improve and repair the buildings and property.
The tax credits are substantial.

On hand from the Arkansas Department of Heritage to explain the program was Ralph Wilcox and Tom Marr.  They went over the regulations of how the program works and answered questions from the audience.  Written information was also made available.

The geographic area under consideration is the immediate downtown area of Warren.  It runs from the railroad tracks on Main Street to Church Street and from the tracks on Myrtle to Molly's on Myrtle Street.  This includes both sides of both streets.  The old Pastime Theater and Coker Hotel are also part of the district.

Prior to the meeting, Samatha Sutterlee of SEACBEC had researched the names of all property owners within the district and a letter had been sent to each one inviting them to the meeting.  For those not attending, information will be mailed to them.

Both federal and state tax credits are available for owners of properties which are remodeled or repaired.  For government owned properties or non-profit property, grants are a possibility.  Mr. Wilcox told those present that buildings can be changed and no property owner is forced to do anything with their building or property.  Participation in the program is 100% voluntary.

During the presentation, Mr. Wilcox stated three myths about the program:
!. Buildings within the district cannot be changed-untrue
2. Owners are forced to maintain their property-untrue, local codes may force maintenance
3. Property within the district must be opened for tourism-untrue
