Intermodal Board Discusses Money Owed To Engineer


Discussions of the past were renewed during the most recent meeting of the Southeast Arkansas Intermodal Authority Board meeting held March 19th in Monticello.  For a number of months, off and on , the board has talked about the issue of how much they owe Garver Engineers and the possibility of entering a new contract with Garver for additional services. During a briefing from Arkansas Highway Department personnel about ways to move forward with additional construction of the intermodal park and the amount of available funding to conduct the work, the matter of entering a supplemental agreement with Garver was discussed and the matter of money already owed them surfaced.  Garver has told the board they are owed money for past work completed that the authority could not pay due to the limits under existing grants being spent.  Several board members continue to question how much is owed and why.

By a vote of the board, the executive committee was authorized to negotiate with Garver over the amount and to consider a supplemental agreement.  It was obvious that some members of the board remain concerned.  The question is why money is owed and how were the orginial contracts written.

It was reported to the board that efforts were ongoing with a potential occupant for the intermodal park that might result in a business locating there.  The board approved  a lease to purchase agreement.

A financial report was presented by Robert C. Milton.  It showed balances for all accounts and bills paid and receivables.  As of March 19th Monticello owes the authority $18,940.37, Warren owes $20,589.25, Drew County owes $105,396.22 and Bradley County owes $190,396.32.
