Civil Service Commission to Meet October 27

The Warren Civil Service Commission is set to meet Tuesday October, 27th and plans to consider personnel matters of the Warren Police Department.  It is expected the Commission will appoint an interim Police Chief and may review applicants for the position of patrolman.  An interim Chief would manage the department until the Commission goes through the hiring process and ultimately hires a permanent Chief of Police.  The Chief's position is open as a result of the recent retirement of Randy Peek.  Chief Peek's retirement begins October, 29th.

Under state law, cities are allowed to create civil service commissions and Warren did so many years ago.  Both the Warren police and fire departments are governed by the Commission.  The purpose is to keep law enforcement non political to the maximum degree possible.  The police and fire chiefs are hired by the Civil Service Commission and work directly under the supervision of the Mayor.  Any action taken by the Mayor to discipline or terminate the employees serving in these jobs is subject to appeal to the Commission.  The Warren City Council sets the departments' budgets and passes local laws to be enforced.  The Council also determines the number of policemen and firemen to be employed.  The alderman have no authority to supervise the day to day activities of either department or to take part in hiring or other personnel related matters.

It is anticipated that the Commission will advertise for a new Chief and review all applicants carefully.  The city has a job description outlining minimum requirements for all city jobs, including the police chief position.
