The Warren Police Department wants everyone to have a fun and safe Halloween. They urge parents to keep a close watch on their children and to be very careful in and around traffic. Parents and those attending with children trick or treating are urged to put "glow bands" on the kids to make sure they are easy to spot in the darkness.
